What 8521 includes

• Includes the following social care and assistance services：
• Social assistance services: community assistance services, assistance services for the lonely and the elderly, assistance services for the five insured households, assistance services for the disabled, assistance services for children with disabilities, assistance services for orphans and abandoned babies, assistance services for the elderly, adoption agency services, and other social assistance services
• Poverty assistance services: assistance services in poor areas, assistance services for out-of-school children, special poverty assistance services, education assistance services for poor children, assistance services for the seriously ill of the poor, poverty assistance services for non-governmental organizations, and other poverty assistance services
