This sector comprises economic units primarily dedicated to the establishment of laws; the administration and application of public resources; the regulation and promotion of economic development; the administration of justice and the maintenance of security and public order; the regulation and promotion of activities to improve and preserve the environment; the administrative activities of social welfare institutions; foreign relations activities; and safeguarding national security. The sector also includes international and extraterritorial economic units with a physical location in our country, primarily dedicated to providing economic, commercial, and technological cooperation and support; representing their respective countries in political, commercial, and diplomatic matters; and providing military support. The guiding principle for forming this sector was to group activities that are typically exclusive to the public sector and that it carries out in support of all other sectors. These activities are characterized by being non-profit and not generating income. This sector is financed through taxes, fees, charges, and recoveries that are administered and distributed among the economic units through allocated budgets.
