This sector comprises economic units primarily engaged in producing, managing, exploiting, or distributing products protected by copyright law. Three types of economic units are distinguished within it: 1) those dedicated to the production, management, and distribution of information and cultural products (those that directly express attitudes, opinions, ideas, values, and artistic creativity; provide entertainment and information); 2) those that provide the means to transmit or distribute these products, information, or communications; and 3) those that process information. Informational and cultural products, and the processes involved in their production and distribution, have unique characteristics: 1. "Information or cultural products," such as an online newspaper or a television program, do not necessarily have tangible qualities nor are they necessarily associated with a particular form of distribution. Due to improvements in information technologies, the distribution of these products has been revolutionized. For example, a film can be shown in a cinema, broadcast on free-to-air television, or streamed via a pay-per-view service, or rented from a video store; A sound recording can be broadcast on the radio, stored on multimedia products, or sold in a record store; a newspaper can be sold at a newsstand or distributed online. The expansion of the activities of telecommunications operators and internet service providers reflects the important role they play in making informational and cultural products accessible to the general public. 2. The delivery of these products does not require direct contact between the provider and the consumer. 3. For the consumer, the value of these products lies not in their tangible qualities but in their informational, educational, cultural, or entertainment content. 4. Informational and cultural products can be easily reproduced. They are protected by copyright law. Only those who own the rights to these works are authorized to reproduce, modify, improve, distribute, and display them. Copyright applies to all original literary, dramatic, musical, and artistic works, including databases and computer programs. 5. Distributors of informational and cultural products can easily add value to the products they distribute. For example, radio and television broadcasters add advertising that wasn't included in the original product. This ability means that, unlike traditional distributors, they earn their profits not from selling the distributed product to the end consumer, but from those who pay for the privilege of adding information to the original product. Similarly, a database publisher can acquire the rights to thousands of articles previously published in newspapers and periodicals and add new value by selecting and organizing the information and designing asoftwarethat facilitates its consultation.
